Financial Regulations with Effect from 31/03/2017 to 30/04/2018

A. The revenue of the Association will include

1) Membership/ Subscription to be paid by Affiliated Associations/institutional Members/Life Members/Patrons.
2) Entry fee to be paid by the Organizers of State Championships.
3) Non refundable EMD to be paid by the Organizers of State / national /
International Tournaments.
4) Maharashtra and All India open rating tournaments AMCA will charge Recognition fee for Championships/Tournaments
5) Fee for conducting / organizing International Tournaments.
6) Fee for the award of Certificates AMCA Level Trainers/ Arbiters/ Coaches
7) Players Registration fee
8) Fees received for services rendered or rights granted by AMCA
9) Other contributions like sponsorship etc.
10) AMCA Website advertisement charges
11) Such other receipts as may be incidental or mandatory to the above.

B. Affiliation Fee / Special Membership Fee

Each affiliated Districts shall pay to the Association the annual subscription of Rs.1000/- (Rs. One Thousand Only) between 1st to 30th April of that year. The annual subscription of Rs 10,000/- for the Institutional Members shall also be paid as above.

C. Entry Fee

Entry Fee at the rates and in the manner indicated below shall be levied for State Championships, 20% of which shall be paid to the AMCA towards its share towards selected/ Seeded players from District. And 50% from Special entry.

The entry fees mentioned above on account of every player shall be paid by his/her respective District Association / Affiliated Unit / Entity / Player to the organizers at least 7 days before the start of each Championship or within the time limit printed by the Organizers / AMCA. The entries received after the stipulated time may be accepted by the organizers with a late fee of Rs. 200/- per player till 3 days before the commencement of the championship. No entry shall be entertained by the organizers there after.

The organizers shall be liable to pay AMCA Share of the entry fee to AMCA by Demand Draft along with the details of entries with in seven days of the conclusion of the championship. If the payment is not made with in the stipulated period, the organizers will be liable to pay 2% Interest per month on the defaulted sum.

C1 – Selected players from Districts and Divisions-
Every district Association is allowed following number of entries as official entries for state selection tournaments. Entries will be accepted on letter head only.
For age-group U-15, U-19 and Open and women event 4 entries per district /division.
For all other state selection tournaments 2 entries from each category per district / division.

C2 – Seeded Players –
Top 4 players from every state selection tournament will be seed for the same group and 1 higher group for e.g. top 4 players from u-7 for 2012 will be seeded for 2013 U-7 and 2013 U-9 state tournament.

C3 – Accommodation
Host organization will provide free lodging to all the selected, seeded players and one manager in each group from each district / division.

C4 – Tournament Director –

Every organizer will appoint tournament director for the official event like, State selection tournament, Rating tournament, and any other official event which will need permission from AMCA, AICF or FIDE.

TD will be responsible for overall conduct of the tournament, to follow all the rules and regulations set by AMCA, AICF, FIDE, to follow protocol, and send daily press reports. In case of Dispute his decision in consultation with secretary AMCA will be final and binding on all.

C5 – Tie Break –
For all the state selection tournaments tie – break system will be :

  • Direct encounter
  • Buchholz Cut 1
  • Buchholz
  • Sonneborn Berger
  • No. Of wins (forfeits included)

C6 – The Organizers of all official championships like National, Asian, World, Commonwealth, Asian Zone etc., shall pay Rs. 5,000/- to AMCA for non granted event, and Rs. 10,000/- for granted event.

The entry fee once paid shall not be refundable.

D. International Events

Maharashtra players aspiring to participate in International events as Donor/Special Entries shall submit their entries through AMCA to the AICF in the prescribed form.

E. Non Refundable Earnest Money Deposit for National / International Competitions:

Organizers of National Tournaments shall pay to the AMCA non-refundable Earnest.

FIDE Rating (Swiss) : Entry Fee should not exceed 1% of the

Entry Fee for State Championship and National Championship are exempt from this 1% Rule.

G. Players Registration Fees:

K. Selected/ Seeded players representing Maharashtra at National Championships.

 

K1 – Selected and seeded Players will be paid 3,000/- lump sum amount towards travel, Boarding and entry fees for representing Maharashtra state at Nationals championships.

 

K2 – For all rapid and blitz National Participation players will be played 1,500/- Rs.

The amount will be reimbursed to the players after production of Participation certificate.

L. Cash Incentives for Medal winners in Official Championships

The AMCA shall present the players with the following cash incentives whenever they win Medals in the Official Chess Championships as detailed below.

Each player of the team shall receive the amount

M. Organizers of State Championships shall pay the following to the Chief Arbiter nominated by the Association.

All Classical State Championships Rs.6000/-
All State Rapid Championships Rs.3000/-
State Blitz Championships Rs.1500/-
Per day charges for all rating events Rs.1500/-
Apart from the above, the Chief Arbiter shall be reimbursed to & fro 2nd AC train fare, free Board & lodge apart from local transportation. If arbiter is local he will be eligible for free boarding only.

N. Organizers of National Championships shall pay the following to the Deputy Arbiters nominated by the Association.

All Classical State Championships Rs.4500/-
All State Rapid Championships Rs.2500/-
State Blitz Championships Rs.1000/-
Per day charges for all rating events Rs.1000/-
Apart from the above, the Chief Arbiter shall be reimbursed to & fro 2nd AC train fare, free Board & lodge apart from local transportation.  If arbiter is local he will be eligible for free boarding only.

O . Regulations for arbiters

  • O1 – Number of arbiters per tournament – For first 50 players 2 arbiters, for additional every 50 players 1 arbiter.
  • O2 – Chief and deputy Arbiters will be responsible for smooth conduct of the tournament according to FIDE, AICF, AMCA rules and regulations.
  • O3 -Arbiters will complete all the formalities regarding AICF, AMCA player registrations, Rating results for AICF and FIDE, and will submit the report of the event with total number of players and final standings to AMCA within 15 days after completion of the tournament.

P. Authorized tournaments

1. Organizers for the event should apply for the permission of the tournament in advance to AMCA thru the respective district and Divisional Association.

  • A. Rating tournaments – 60 days in advance
  • . State Selection Tournaments – 60 days in advance
  • State Open tournaments (unrated) – 30 days in advance
  • State open blitz and rapid (Unrated) – 30 days in advance
  • All district level tournaments-

P1 -Unauthorized Tournaments –

  • 1. District association should inform the AMCA for requesting AMCA to declare the tournament unauthorized.
  • 2. AMCA will announce the tournament as unauthorized on its website.
  • 3. Players, Arbiters registered with AMCA are not authorized to participate in any unauthorized tournaments.

P2 – Players / Arbiters participating in unauthorized tournaments

  • 1. Players / arbiters participating in unauthorized tournaments will face the disciplinary action by AMCA.
  • 2. Players participating in unauthorized tournaments will not be allowed to participate in the any AMCA events or to represent AMCA in any events till the EC meeting takes place.
  • 3. Disciplinary Action taken by Executive committee with be final and binding on all.
  • 4. President of AMCA can pardon any player/ arbiter.

Q. Payment to the Office Bearers and Secretariat Staff

  •  Traveling expenses of the Hon. Secretary
    The Secretary shall be paid airfare for his actual journeys performed in connection with the championship / Tournament of the Association, Meetings of the Association and any secretarial job requiring his personal attendance. In addition he shall be eligible incidental allowance of Rs.500/- (Rupees Five Hundred Only) for each day of travel and halt. He shall also be eligible for being re-imbursed with the actual hotel expenses on production of proper bills, Expenses for traveling by other modes of conveyance shall also be met by the Association. The same facility will be extended to the other Office Bearers with the approval of the EC pre or post facto.
  • Traveling allowance of members to Managing Committee
    Rs. 500/- per person for every managing committee meeting attended. Money will be paid for actual travel and not otherwise.

R. Conditions of Services of the Secretariat Staff

  • The number and the category of the secretarial staff to be engaged and the remuneration and other benefits which they will enjoy will be decided by the President.
  • All Sundays and Central Government public holidays shall be holidays for the AMCA Secretariat provided however that no member of staff shall decline to work on such holidays in the event of an exigency.
  • 4. The Secretarial Staff shall also be eligible for twelve days of non cumulative casual leave in a Calendar year subject to the condition that not more than three days of the leave shall be availed of at a stretch otherwise than on medical ground and also that leave shall not be claimed as a matter of right.
  • 5. Medical reimbursement for self and dependents of staff will be subject to President’s discretion.

S. Organizer Registration

All organizers pertaining to their district should send request to AMCA in prescribed form with copy to the district association. The organizer will get organizer code subject to approval of registration.

T. Tournament Registration

  • All tournaments of district level should be registered with AMCA
  • The registered organizers should apply for registration with copy of marked to the particular districts.
  • This tournament would be recognized tournament of AMCA.
  • No fess/charges are payable to S & T registration as above.
